In most tutorials it tells you to use a soft black brush, and paint around the eyes. I don't like how that turns out all the time, and sometimes its really choppy. So, here's another way.
I'm going to use this picture, since it already has SOME eyeliner on it. This is especially good for guys - You have no idea where eyeliner actually goes. It doesn't go in the corner of your eye, it doesn't go IN your eye, it's just around the edges of it, so, girls will probably have this part easier. It also helps if theres a little eyeliner on already, to give you something to work with. It's not nessecary, but you'll be going over it more. I only did one eye because you cant really see her other eye. I also didn't include screenshots of the tools, because they're fairly simple.
Step 1 -
Grab your BURN TOOL and have the exposure anywhere between 70-99. It doesn't matter which range you have it, highlights, midtones, shadows. I play around with mine and switch, just find one that looks the best.
Step 2 -
Depending on how big their eyes are, is really going to determine the size brush you should use. Mine was 15. Trace around the eye, until it's really thick, but eyeliner doesn't go all over the face, so make it still look natural.
Tip: If the eyelashes are really long, like the girl in this picture, try not to go all the way over them, and if you do, take your smudge tool and pull them down a little bit

If you want the light effect in the eyes, zoom in pretty far, (300%) and grab the Dodge tool, set the range to Highlights and the exposure to 40-70 and paint a little inside of the eye, just don't go over the whole thing.
