This tutorial is not to teach you how to MAKE a brush, it's to teach you how to SAVE your brush once you've figured out what you want your brushes to be.
Step 1- So you've got what you want to be your brush, what do you do with it? How do you save it so you can use it again?
Make sure your brush palette is empty. This is so you can save it however you want without having a bunch of other brushes with it.
Step 2 -
Go to Edit > Define Brush... > and then name it whatever you think suits it. Depending on what version of Photoshop you're using, it might say something like "Define Brush Preset," just click whatever is closest.
Step 3 -
Repeat Step 2 until all of your brushes have been named, then go to Edit > Present Manager. A box containing thumbnails of your brushes should pop up, click on "Save Set" and save it as whatever you want.
*It should* already be in the brushes folder for your Photoshop, if it's not, make sure you save it in the right place.
Whenever you want to use your brushes again, just load them in the brush palette.

I remember I had to look up tutorials on how to do this with both Paint Shop Pro and Photoshop.

I actually found it one day when I was just clicking random things and I was like, hey that might come in handy, but then I had no idea about brushes or anything..
